17 on Speaking, what band does it fetch?

Hi Gave my IELTS Speaking test yesterday.

The topic was about Color, advertisement.

Q card question.

What do you think is an important job in your country? Why, what training is required for this Job, How do you think this job will full fill the needs.

I did see the examiner marked 17 on the top right box, not sure what it means.

Does anybody have any clue?

I saw he wrote 2.7 when I completed part one! but I do not have any idea.
